optionflow - shared action tracker

Every item from the verified accounting (UI + data-layer). Check things off as we go; state is shared live between you (any device) and Claude. Export is still here as a manual backup.

Deploy gate (standing rule): items marked DEPLOY-GATED ship only on your explicit, per-change "go" - and get verified on the live page before they're called done. Setting something to "Done" here is our agreement that it was verified live, not just written.
